The Virginia High School League (VHSL) has introduced significant changes to transfer eligibility effective for the 2025-2026 and 2026-2027 school years, specifically targeting students who enroll in schools outside their assigned attendance zones.

Key Rule Changes (2025–2027)
  • Elimination of the "First-Time 9th Grader" Exception:
    • Historically, 9th graders could enroll in any school (even outside their zone) and be immediately eligible.
    • New Requirement (Effective July 1, 2026): To be eligible at a high school outside their assigned zone, a student must have attended that school's designated feeder middle school for 8th grade.
    • Full Implementation (Effective July 1, 2027): All 9th-grade students must enroll in their assigned attendance zone to maintain immediate eligibility unless they meet the feeder school requirement.
  • The 365-Day Ineligibility Rule:
    • If a student transfers to a new high school for any reason after establishing eligibility at their original school, they are generally ineligible for 365 days from the date of the transfer.
    • This ineligibility applies unless there is a bona fide change of residence that complies with VHSL Regulation 28-6-1.

Requirements for Immediate Eligibility (Bona Fide Move)
To avoid the one-year sit-out period, a transfer must satisfy four criteria: 
  • Abandonment of Previous Residence: The family must sell, rent, or dispose of the old home; it cannot be used by any family members.
  • Permanent Move: The entire family unit must move to a new, fixed, and permanent residence with the intent for the move to be long-term.
  • No Athletic Motivation: The move must not be motivated by seeking better athletic opportunities or specific sports programs.
  • Full Family Relocation: Split-family arrangements or acquiring a second residence do not satisfy the rule. 
    Fairfax County Public Schools +3
 
Exceptions to Ineligibility
Immediate eligibility may still be granted without a move in specific cases, such as: 
  • Enrollment in a school-based academic specialty program (e.g., International Baccalaureate or Governor's School).
  • Court-ordered placements (DSS) or military transfers.
  • Verified cases of bullying or placements under the McKinney-Vento Act for homeless students.

Isn’t the general assembly considering a bill where athletes can go wherever they want without regard to residency?

Senate Bill 220, introduced in January aims to review and make recommendations.  But nothing that I'm aware of.  I had heard some sort of discussion of such.  Maybe somebody on here would know more.

I don’t know particulars just heard some chatter so I may be totally off base with what bill actually contains.

Here's a summary. Passed the senate 39-0. Currently in the house.

Senate Bill 220, introduced by Senator Mike Jones (Va-D), would require the VHSL to revise its rules so that enrollment in a public high school, rather than residency, determines athletic eligibility. If passed, any student enrolled in a public high school would be allowed to participate in that school’s sports programs, regardless of where they live.

 

However, if you read the actual bill that was passed, it has been extremely watered down by amendments. Now, it reads: address the policy, discuss possible changes after receiving input from all stakeholders and report the recommendations back to the legislature by Nov 1, 2027.

So, pretty much a nothingburger until 2028, if they make changes at all.

The way I understand it is they rule for this up coming season. You have to be to enrolled in a feeder school before high school and you do not have to move. If you transfer with out relocating your whole family you have to sit a year. 

The new bill that has is getting pushed pretty much says the the school district lets you enrolled you can play regardless of where you live.

Honestly I there are only a few schools that this truly effects in SWVA because we are so spread out. I dont see Honaker being able to convince a kids from Rural Retreat to come play in the Air Raid to get more targets but you have to drive an hour plus one way every day. But I will let Union and Graham raid Lee county and Tazewell/Mercer  county roster with more ease than every before. I guess hypothetically this could water down an 1A even more if Twin Springs and Rye Cove kids want to go to Gate City. But I really dont think It was change anything that isnt already happening.

The second bill is for those big schools in NOVA can throw a rock and hit another 5a or 6a school.
