The selection committee tries to place them as regionally close to their hometown as possible. It helps with travel, ticket sales, etc. I believe that if a team plays well enough throughout the season then they should be rewarded with playing close to home. The committee also looked at the economy to also try and keep teams close to home more this year than usual. Of course, not every team can be kept close to home. BS LOL, UVA played UAB in a Birmingham regional one year. At least it isn't that bad. ;) Thankfully, I wasn't alive when this happened.
