The average monthly public utility total for residents of the Mountain State is $287.01. By comparison, residents in the city of Morgantown have the lowest utility rates in the state at $253.53." Apparently, they don't know the meaning of the word "rates", since no rates are mentioned anywhere in the story, just those bill amounts. But the headline is right in saying "bills". And honestly, that surprised me... the headline matches the story! Anyway, the story itself doesn't surprise me. C'mon... "Nature's Air-Conditioned City" ???
