Construction is continuing on the second and third phases of the U.S. Route 460 relocation project, a final component of the original flood-proofing agreement." What's in Phases 2 & 3? ANYTHING to do with "the relocation of 75 families, non-profit organizations and businesses to a new redevelopment site"?? because phase 1 did NONE of that. And that "Talk of moving an entire town across a flood-prone river seemed more like fiction than fact when the idea was first tossed around more than a decade ago in Buchanan County." What's changed?
