Good post. I knew it was a rule when I coached basketball. I guess when they took out the ten second hash and put the 3 point line in they changed it. At least you knew there was a rule at one time.

They do enforce it. The defense has to bring a man out on the ball. If not they start a ten second count, you are warned once, after that it is a technical.

That is why if you have a Paco or Ahmad you could spread the floor and shoot free throws all night. No one could match up with them, they would just blow by the defender for a lay up or be fouled.
