This does not jive with data I have. My data source pegs the U.S. as 7th, behind Mexico and 5 tiny Pacific Island nations (Tonga #1). It's a lot easier to take the number 1 spot in this subject if you're a tiny, poor, and underdeveloped nation (low population and no money or knowledge to prevent something like this) as opposed to a developed, populous nation with plenty of money and knowledge. That's why they only look at the more developed nations (and as crappy as Mexico can be, it's still a lot more developed, a lot more populous, and has a lot more money and knowledge than most tiny island nations).
