I'm not sure the folks in Narrows and Pearisburg will "take up arms" and start going home to home to eliminate infidels. It would probably be a simple, "hey man, are we consolidating and if not, then I still am not a big fan of you guys, but if we are, then might as well come together." Starting a War seems a bit much.
